A conferred bachelor's degree (or equivalent) before the grant start date
Not a U.S. citizen or permanent resident
Cannot already hold a PhD at the application deadline
Strong academic record and demonstrated English proficiency
Apply through the Fulbright Commission/U.S. Embassy in your home country
